The Georgia Dream Homeownership Program, administered by the Georgia Department of Community Affairs (DCA), remains one of the most accessible down payment assistance programs in the state. For qualifying buyers in the Atlanta metro, including Douglas, Paulding, Cobb, and surrounding counties, it provides up to $10,000 in deferred second mortgage assistance — enough to cover a significant portion of a down payment on an FHA or conventional purchase.

This guide covers the 2026 eligibility thresholds for Atlanta-area counties, explains how the limits work, and clarifies the full set of requirements so you can quickly assess whether you qualify before beginning the application process.

How Georgia Dream Works

Georgia Dream is a second mortgage program, not a grant. The structure is:

  • You take out a first mortgage (FHA, VA, USDA, or eligible conventional) with a participating DCA-approved lender
  • Georgia Dream provides a second mortgage of up to $10,000 (or $12,500 for PEN borrowers) at 0% interest with no monthly payments
  • The second mortgage is repaid only when you sell the home, refinance, or pay off the first mortgage — there is no payment during the period you occupy the home
  • The assistance does not reduce over time — the full amount is owed when you exit the program

This is a deferred loan, not forgiven assistance. Planning to stay in the home long-term? The deferred repayment is not a problem. Planning to sell in 3–5 years? The $10,000 will be paid back from your sale proceeds. Understanding this distinction is important before building it into your financial plan.

2026 Income Limits by County

Income limits for Georgia Dream vary by county and household size. The Atlanta MSA counties have higher limits than rural Georgia because they're based on HUD's Area Median Income (AMI) for each area. The limits below reflect 2026 DCA guidelines — verify at dca.ga.gov for the most current figures, as they are updated annually.

Cobb County

  • 1–2 person household: approximately $107,000–$110,000
  • 3+ person household: approximately $120,000–$125,000

Douglas County

  • 1–2 person household: approximately $100,000–$105,000
  • 3+ person household: approximately $115,000–$120,000

Paulding County

  • 1–2 person household: approximately $100,000–$105,000
  • 3+ person household: approximately $115,000–$120,000

Carroll County

  • 1–2 person household: approximately $82,000–$86,000
  • 3+ person household: approximately $94,000–$98,000

Important: Income limits are based on gross household income — all adult household members who will occupy the home must include their income in the calculation. This includes spouses, domestic partners, and any other adult co-occupants. A couple each earning $55,000 has $110,000 combined gross income — potentially at or above the limit for some Cobb County household compositions. Run the exact numbers with your lender.

Purchase Price Limits (2026)

Georgia Dream also caps the maximum home purchase price. For 2026, Atlanta-area county limits are:

  • Cobb County: Approximately $385,000 (existing homes) / $400,000 (new construction)
  • Douglas County: Approximately $360,000 (existing) / $375,000 (new construction)
  • Paulding County: Approximately $360,000 (existing) / $375,000 (new construction)
  • Carroll County: Approximately $310,000 (existing) / $325,000 (new construction)

These limits have been increasing as DCA adjusts for rising home prices in the Atlanta market. If you're purchasing near the price cap, verify current limits at dca.ga.gov before assuming the program applies to your target price.

Credit and First-Time Buyer Requirements

Credit score

Georgia Dream requires a minimum 640 credit score with all participating lenders. This is a hard floor — not a guideline. If your middle credit score (the median of Equifax, Experian, and TransUnion) is below 640, you do not currently qualify. There are no exceptions for "strong compensating factors."

This means your credit needs to be in strong enough shape before you begin the application process. If you're at 620 or 625, you're close — 3–6 months of focused credit improvement (reducing utilization, disputing errors, maintaining on-time payments) may be enough to reach the threshold.

First-time buyer requirement

Georgia Dream requires that you have not owned or occupied a home as your primary residence in the past 3 years. This applies to all borrowers on the loan — if you owned a home that was paid off in foreclosure or divorce 2 years ago, you don't yet qualify.

Exceptions exist for: properties in federally designated disaster areas, certain veteran purchases, and manufactured housing replacement. For most buyers, the 3-year rule is a straightforward clock-check.

Georgia Dream PEN Program: Enhanced Benefits for Public Service Workers

The Protector, Educator, and Nurse (PEN) program provides $12,500 in down payment assistance (vs. $10,000 standard) for qualifying buyers in the following occupations:

  • Active duty military and veterans
  • Law enforcement officers
  • Firefighters and emergency medical service personnel
  • Licensed educators (teachers, school administrators, school counselors)
  • Registered nurses and nurse practitioners
  • Healthcare workers in designated roles

The additional $2,500 is meaningful — it represents an additional 0.8% of a $300,000 purchase price. All other Georgia Dream requirements (income limits, purchase price caps, credit score, first-time buyer rule) apply equally to PEN borrowers.

Homebuyer Education Requirement

All Georgia Dream borrowers must complete an approved homebuyer education course before closing. Acceptable formats include:

  • In-person group course (typically 6–8 hours) through a HUD-approved housing counseling agency
  • Online course through eHome America or similar DCA-approved platforms (typically $99 fee)
  • Individual housing counseling with a HUD-approved counselor

Complete this early in your homebuying process — not the week before closing. It takes time to schedule, complete, and receive the certificate. Some lenders require it before issuing pre-approval letters for DCA-funded transactions.

Compatible Loan Types

Georgia Dream pairs with:

  • FHA loans: Most common pairing. FHA's 3.5% down requirement is reduced by the Georgia Dream assistance. At $300,000 with $10,500 FHA down payment, Georgia Dream covers most or all of the down payment from the buyer's own funds.
  • VA loans: Veterans using VA (zero down) can use Georgia Dream to cover closing costs.
  • USDA loans: Zero-down USDA eligible in Douglas/Paulding rural areas — Georgia Dream can cover closing costs.
  • Conventional loans via Fannie Mae HomeReady or Freddie Mac Home Possible: Income-limited 97% LTV conventional products. Standard conventional loans (without HomeReady/Home Possible) are not eligible.

How to Apply

Georgia Dream is accessed through DCA-approved participating lenders — not directly through DCA. The process:

  1. Find a DCA-approved participating lender (list available at dca.ga.gov/homeownership)
  2. Apply for the first mortgage and Georgia Dream second mortgage simultaneously through the lender
  3. Complete homebuyer education requirement
  4. Sign contract, submit to lender for underwriting with both the first and second mortgage included
  5. DCA approves the second mortgage as part of the closing process

Timeline note: DCA approval of the second mortgage adds approximately 2–5 business days to the standard underwriting timeline. Factor this into contract negotiations on closing date.
